I don't think it's necessarily a valid test to measure voltage without the batteries in the circuit. Many require to "sense" a voltage from the batteries before they send charging current...this helps prevent thermal runaway meltdown....if yours doesn't have this feature, there is the possibility that the voltage will read very high, as there again is not battery in the circuit to provide a "load".

Just put an old battery in and make sure the converter is supplying the voltages that I posted in the previous post. As pasdad said, the converter is automatic and all you're checking with out a battery is that it has some output.
I'm afraid you're spinning your wheels a little bit here.
