This is correct. I've had the pass for 20 or so years. When I rec'd mine it was called the Golden Access passport. I don't know if the name has been changed or not.
This is what the back says;

I got my Golden Access Pass right after the first became available I guess. I didn't even know about it till we pulled into a National park and the ranger saw my Handicapped license plates. I've even used it in Hawaii to get into Haleakala (sp).

it isn't just for Veterans, it is for anyone who has a disability. you will need proof such as a Drivers License with the disabled ID on it. Plus it is Free of charge for the lifetime Access Card

I am disabled and was collecting S.S.before age 62.
Although I had no other proof of disability, I showed my Medicare card and drivers license to the Ranger at the counter of the Cumberland Island ferry desk. She created and issued the Access pass right there.

Va letter
I just took my current 100% VA letter and showed my Military ID and the Ranger issued the lifetime pass. I also have a plastic disabled card that matches the pass. We were just there about 10 Minutes and over the years have used it many places. Great to find this part in the forums too.
