It all depends on the military installation and their policy. In the US Military Campgrounds on-line directory, and hard copy, in the authorized section if guest are allowed they will have (Guests) in parenthesis - most of the time. I have found a few that do not have (Guests) listed but still will allow you to have a civilian guest. You really need to call ahead to see what the procedures are for getting them on base. It may be necessary to park them in a parking lot somewhere while you take the paper work to the PMO office and fill out the paperwork. Some bases, all that is required, is a government ID. A government ID is a driver's license - believe it or not. Quantico will allow you aboard with a DL, for example.
So do your homework with a few calls first.
