    The axle system on RV trailes are designed to be the weakest link. As you well know tires are not static items. That is to say their strength is in the pressure they hold. Therefore putting tires with a larger load capacity than the axle load capacity is a small insurance factor and with the RV trailer axles is prooving to be a much needed factor because of the dynamics of the moving trailer.
