88 chevy P30 brake caliper not releasing

I had the same problem after changes the pads. Check your brake line, it is probably bent and restricting the flow.

Did you check to make sure the caliper slid with ease when you installed it?
Sometimes rust accumulates and causes it to stick. The common problem I found was with the brake hose breaking down inside creating a "Check valve" effect.
You said that you replaced the hose, so check to see if the mount bracket on the new hose is crimped too tight thus restricting back flow.

Let us know what you find.

When the previous owner of my 87 Allegro had the brakes done he didn't do the brake lines. Mine froze up and locked up. The issue was the brake lines. They had to all be redone. Do it all and your problem will go away. I didn't have an issue last year in 3000 miles of driving

He is right. The problem is the rubber hose at the caliper. The middle section has a clamp that attaches the hose to the frame. As the hose ages it swells and the clamp will not let it expand out. The hose swells shut and stops the flow of fluid. When you put on brakes the power steering pump pressure applies the brakes, but when you let off the brakes the hose holds the pressure on.
I have changed dozens of these. This is a common problem with Chevy.
