Yes supply air temp should be 18 to 20 degrees cooler than return air temp inside of rv and not outside temp.

The 120 volt element is on the back side of water heater.On our Thor class C it is under sink area and I have to take drawers out to get to it. Sounds like a warranty issue.

I'm sorry the reset didn't work for you. I am not sure what the problem could be. I haven't heard a unit doing that before. Could be the thermostat itself or a loose connection or the control circuit...
