I still wouldn't rule out a grounding issue. A poor ground on any of the dual filament bulbs could cause the feed back you're seeing in your system.

When you remove the shroud, check for a spec plate with model number on the AC unit itself. You should then be able to find the correct replacement shroud. I replaced mine with ICON Direct covers....

Not to be smart, but have you tried engaging the emergency brake (pulling the air valve out). Maybe it is in the disengaged position (in) which would explain why the air leveling will not work...
