My wife & I are thinking of making an offer on a 09 Scepter 42 PDQ.
38000 km, 4 slides, tag axle, here in BC. at a dealership.
I have never purchased a MH and not sure about the negotiation.
I looked on PPL but no luck on a value.
What % below the asking price is a good place to start.
No trade in and cash payment.
I dont want to offend the salesman.
Any info is very helpful.

Don't worry about offending the salesman!
On a used rig there is no % off value. The selling price will be what you and the seller agree on.
Check NADA and remember that the prices given there are for a rig with all it's standard equipment, which means you don't add add'l for what is standard. Makes it hard to determine the real value since you have to research what was standard and what was optional.

Beat that salesman up. They will beat you all they can.
I know you Canadians are kind and gentle people but put that aside and insult the sales person. The worst case scenario is they will say no. Then they will counter offer at a price that is still to high.
Try NADA guides for a general price on used vehicles. Then work from the trade-in price it will show you. The dealer probably took it in for less than that because he beat up the previous owner also.

PPL sold an '08 Monaco Camelot just over a year ago for $126k. The Scepter and Camelot are close twins and occupied the same price range. Don't worry about offending the guy. He's a salesman so he's use to it.
What s the dealers asking price?

Looks like he's asked to be insulted! I guess that's Canadian $ so some difference there. This '09 42' is on a dealers lot in Tx with a $150k USD price:

Hmm, I would think that $150 Canadian would be more like it. And that would be in top notch condition, with new tires and some nice upgrades. ...unless of course there is a HUGE shortage of motorhomes in Western Canada, and everyone is breaking the doors down as they rush in trying to take that coach away from you.
That one for an asking price of $150 US in Texas will probably go to a prudent buyer for about $120 or so USD.

If that was 190 Canadian that's 142 US. Not a bad starting place if that was US start insulting, he's trying to rape you. If 190 Canadian I would go in at 165 to start or 120 US. But thAt in good condition.

As stated by others don't worry about offending the salesman. He's gonna offend you if he can with a price that is ridiculous. They paid 20 to 30% below blue book value for the MH and most likely only took 10% off the MSRP of the new MH they sold. Go for the throat and offer 20% below blue book value.

I own an 08 Camelot in good condition. Low mileage. Even so, best offer I can get from a dealer here in TX is about $100k on trade and I would think best retail would be $125
Assuming this Scepter is like the picture and has a tag, the condition of tires should be considered
If tires are one or two years old, that would raise the offer several thousand over what should pay if the are seven years or older and need to be replaced.
