I have to ask, when connected to Potable Water does the Potable water tank fill up with water?
As someone stated there is a valve that should be labeled, Fill, Potable( something like that). Verify what position it is in. Fill or the other one. Also as stated by someone else, check the back flow preventer that is on the panel backside, it may be stuck shut.
