The system ( steps ) will be fused , and if the system is anything like my vintage Kwikee steps there maybe more than one ( 3 ? )

The steps work off chassis power not house power. Therefore, the chassis battery disconnect must not be pulled.

"seldom used" Regardless of amount of usage, they should be cleaned and lubed monthly per the Kwikee manuals.
Kwikee steps are always "hot', the controller powers the motor by switching the ground.
If the 2 grounds are not clean and tight to the frame, the controller does not work.

My steps quit working a few days ago and would not extend. I disconnected the 4 pin plug below the steps and went through the trouble shooting steps in the manual which verified the 12 volts and ground connection along with the reed relay operation. I couldn't find anything wrong, but after I plugged the connection back in, the steps started working about a minute later.

I believe the controller just needed rebooting.

The manuals are attached.
