Hi if your power light is on check that you have voltage at the motor, I would think the light would be off if an inline fuse had blown if it's wired correctly that light should say power to motor is good. However, as I mentioned even with power sometimes DC motors that have sat for a long time can get stuck, having said that I would also think that the motor would have to turn when cranking by hand which should eliminate my dead spot Idea. Can you get an Ohm meter and check the windings one lead on wire the other on the motor body, which is ground, If motor is still good you should get a resistance reading, if bad it will be Zero or open. If in doubt you could also try running a separate power source from a battery and see if motor attempts to run just be careful extend leads from motor so you can attach power while you are in a safe place to test.
