Welcome aboard!
I'd suggest getting an IR gun and shooting the tire and brakes after driving it a bit. It could be your brakes are dragging or your wheel bearing is bad or something as simple as low tire pressure.

Sometimes a tire manufacturer uses tainted water during manufacturing. That smell can linger on the tire. I bought a new set of Yoko tires a few years ago and they smelled strongly of sewage. Took months for it to fade. Maybe you have a tire with the same issue. Doubt that it's anything bad, since the shop already looked at it.
Call a mobile RV tech for help with the propane...but it's not that complicated.

For me, removing the stove and remodeling the space it was in would be the hard part of this operation.
Plugging or capping off the gas line is the easy part. Never have looked into it but I'd guess a flared type plug of the right size might be the ticket.

I'd be concerned with being able to sell the rv being modified that way. You can still use the oven portion to store small things. BTW, we use ours all the time and like it a lot...YMMV. About the tire smell.....ours had that and it turned out to be oil dripping on the exhaust manifold from a leaky cylinder head. -Just another possibility.

To cap the LP line, simply turn off the LP at the tank, disconnect the line from the range and install a brass, 3/8" flair plug. When you disconnect the line, you'll smell a little LP but it isn't much with the tank turned off and won't hurt to just let it escape. If it makes you nervous just open a window or two.
