Assuming that you have vacuum at the door actuator I'd look for debris in the duct. I've had rotten hoses that wouldn't deliver vacuum, and I've had leaves.

F117plt, this is what it looks like on the inside. If the vacuum motor is leaking you should be able to remove it working through the openings in the bottom of the cover. If not you may need to remove the outside cover.
