circuit breaker panel

I need to replace the 15 amp circuit breaker located in the 12 vdc panel located just above the onan generator in the front of the coach. The breaker is attached to another breaker by a metal strip so I can't simply remove the bad breaker. It looks like I may have to remove the entire panel to get to the screw holding the breaker in place. The breaker I need to change is at the bottom of the panel labeled radio. I tried removing it but there just isn't enough room to get to the screw holding the plate behind the breaker. Do I have to remove the entire panel? Has anyone had this problem? Any suggestions would be appreciated.
