What you are seeing is water getting in and rotting the wall board. If you reach in there you will probably find and area that is crumbling behind the wallpaper. First you need to find the leak. Could be a window, could be the roof cove in that corner. But ultimately you need to seal the leak. Even after the leak is fixed, you will likely see further deterioration of the paneling behind the wallpaper. You really need to get to the root of the problem. If it has gotten this far it is possible that the structure behind it is damage.

If you are inexperienced in this, you need to have a professional repair shop evaluate and determine if part of your wall needs to be replaced. Get it now as this can become a very expensive repair if it continues.
