What is the best why to drill a hole in the roof
to mount a cell antenna. Should I drill form the top or bottem.

You need to have a very good idea where the hole is going to be located inside and outside by careful measurement using obvious references.

If you need to bring the antenna into a specific space with little tolerance for measurement errors, I would drill from the inside up, otherwise, top down shouldn't be a problem.

Drill a small pilot hole first to confirm your location and that you haven't encountered anything unplanned like wiring, then go for the proper sized hole.

BTW - I found that just having the external antenna didn't necessarily mean a completed call in a marginal signal area. I added a Wilson amplifier and bingo - problem solved in most situations.

As John suggested, drill a small hole, I usually use 1/8". I then drill from both sides if possible. Depending on the size of the hole you need, you might consider hole saws.

I would:
1- Pick the spot from the inside
2- Go to the roof to look
3- Measure
4- Go inside, measure, and make sure you wind up where you think you want to be.
5- Go to 1 and repeat until bored....

I used a long drill and poked up from the inside. BE CAREFUL that you drill vertical. With that thick roof a small error gets big really fast. You might have to buy a long drill cuz it's pretty thick and may not make the trip.

Also, before you move to the hole saw, probe around in there and make sure that there are no steel beams, cable, or other obstructions around. I came across one and was able to adjust before it became a problem.
