Noise from Gas Cap

This afternoon I was talking with a neighbor who also has a Sightseer. He asked if our gas cap made a noise, I laughed since I remember that sound and even talking with another owner. Its a sort of buzz, rattle sound that comes from the gas cap. I am guessing its an in take fuel pump, but I never followed through and asked anyone - the dealer we both have didn't know what he was talking about when he asked... so I'm asking the experts here - what is it from? Anyone know?
