Paint Finish question

Hi everyone ,

I have a 2001 Journey 36DL that has either plastic or vinyl painted coating on the top 2/3 of the coach, same colour as the rest of the paint but a rougher texture. It won't take wax without smearing and looking awful.

I was told that it was a protective coating applied to protect from sun.

There are the typical runs and stains down the paint from water etc. It needs to be cleaned somehow, does anyone have a suggestion or ideas.
