Tecma water level dropping quickly

I have a 2012 Journey 42E with a Tecma toilet in the rear bath. I am on city water and have programmed the water levels as per directions on the toilet. When I flush the water goes to about a half an inch above the outlet but then quickly drops to about a quarter inch above and then slowly empties from the bowl. Any suggestions as to what I need to be looking at would be appreciated.

IF/when my Sealand toilet fails to hold water in the bowl I clean and dry the "flush ball seal" and lube it with "plumbers grease": Plumbcraft Plumber's Grease - Mills Fleet Farm
