2020 Dutch Star Dometic heat pump

I have a brand new Dutch Star that I picked up at the dealer just before Christmas....the dealer is closed for the holidays. The heat pump will not come on in the cold weather....why?

what temp is it outside?
Heat pumps usually don't work if it's below 42 degrees or so, depending on humidity.
