How old is the unit? Have you ever cleaned the coils? The capacitor wont freeze, but the coils may if they're dirty and not getting good airflow which may be the reason for the short cycles.
I would not suspect freezing if it starts acting up right away, but if the unit is running for a while before it starts acting up, then possibly freezing. If not freezing the only other thing you can do is replace the capacitor. If you go that route, be careful. The bad capacitor still has and will hold a charge even with all power removed from the rig.
HVAC Segment @ 6:45. I prefer the green can (Nu-Calgon). It doesn't foam up as much and allows me to better aim the stream between the fins. The blue cans create a lot of foam on contact. The green cans also appear to clean better.
