The solenoid is a latching type. That is, after it operates it stays in that position without requiring power. The polarity on the switching leads is reversed back and forth with the rocker switch to switch the on and off states.
If it switches but the on/off state doesn't change my first thought it that the solenoid contacts are defective.
My first step would be to put a voltmeter on the two switching terminals and make sure the polarity reverses when the rocker switch is operated on and off - the voltage only appears when the momentary rocker is held in one position or the other.
If that works okay and the voltage on the battery solenoid terminal doesn't switch to the output solenoid terminal then I would replace the solenoid. Note that shore power needs to be off so the converter voltage doesn't appear on the output terminal - or you could remove the wire/wires from the output terminal.

First questions is the solenoid hard to get to. Secondly when you speak of the switching terminals are you talking about the terminals on the back of the battery switch in the coach?

Sounds like Battery Disconnect Relay not switching.
The Intellitec Battery Disconnect Relay is at the heart of the battery drain protection system. This system provides a simple and safe means of remotely disconnecting the batteries of an RV or boat. With a touch of a remote switch, the batteries will be completely disconnected, preventing unwanted drain when the RV or boat is put into storage.

I was talking about the switching terminals on the solenoid. How hard the solenoid is to get to depends on your model, Maybe someone with your unit can answer that.

Okay, just went out to check on the power again. Switch was lite and in the on position. Unplugged shore power and switch went on and will not activate with out shore power. Coach batteries are brand new.
By the way this is on a 2004 Newmar Scottsdale.

Your batteries are to low for the switch to work properly. Put a charger your coach
batteries and it should work. This happened a few times on my 07 Country star, when in storage.

This is the correct answer need a 12v battery charger to get your new batteries fully charged.
In QT's # 3 has this info and this link in my signature will have more.
If its possible leave coach always plugged in and your Bird System will keep all your batteries fully charged.
