It all depends on how strong the exhaust brake is on your rig, how steep the terrain, and weather conditions.
On flat terrain I leave mine off when the roads are relatively empty. As things get busier I leave them on so that I have them to help slow down as traffic slows with constantly using the service brake.
Another consideration is the local rules. Many jurisdictions prohibit exhaust brake use unless an emergency due to the noise. Also wouldn't want to have them on when trying to get in/out of a campground late at night or early in the morning.
