Dash Air blowing white powder.

When I first turn on my dash air I get this white power blowing out of all the vents. Sometimes there is so much I can hardly see. Does anyone know what this could be.

I had little beads of styrofoam in one of my vents. They didn't really blow out but were stuck behind the fins.

I had a car that I added Freon to and I had frost crystals blowing out of the vents it was so cold.
