Mr D, the steerable tag on the Freightliner has a tag dump feature. The typical lift / dump feature works at real low speed, such as below 8-10 MPH, to prevent damage to the tires due to overloading. The steerable tag works automatically up to 20MPH forward speed, which allows it to be useful in city driving. Since the axle locks in straight position in reverse, it needs the dump feature.
As far as the dump operation in forward, Freightliner can give you the answer. The 2015 XCR chassis for Newmar were equipped with a passive steer tag axle control module with most of the connections unused. It had an Auto/Manual/Disable function for forward motion below 8 MPH so the functionality may still be there.
