Thanks folks!

You hit it right with a broken neutral at the main (cg) panel. Electrican opened the panel and said "opps". All repaired and my Progressive is happy. We (neighbor and I) were surprised at no error code on either Progressive.

The cg owner thanked us for the detailed description of the issue. And with that info, I don't think the electrician was here 15 minutes from start to finish.

Thanks for reporting back. Not sure anyone would be able to search and find this thread, but if a flaky voltage issue like this ever raises it's ugly head again, just maybe one of us will remember and be able to point in the right direction.
