I need to swing the front passenger mirror toward either the front or side of the motorhome for more clearance at the storage facility. I believe by loosening the bolt below the arm does the trick. The problem is I have the proper socket and a breaker bar but cannot seem to budge it loose. Am I missing something here? Seemed like a simple task but it wont come loose.

The screw does tend to be very tight. There is a lot of pressure on that joint, when traveling down the road. With the correct tools it is difficult, but it should break loose. Consider calling Newmar tech support, on Monday, they may have a solution to share with you.

All is good. Spoke with tech support at Newmar and was asured a little more oomph!!! would do it. Sure enough! Maybe I was just a little scared of applying to much pressure. Anyway it's swung away now.
