Your engine ( Cummins ? ) has electronic fuel injectors ; to stop the engine the ECM ( Electronic Control Module ) simply doesn't fire the injectors , no fuel shut off solenoid .
What you need to do is find all the fuse boxes for the chassis and test all the fuses , you must have some power in the dash area , or the trans shift pad wouldn't light up and you wouldn't be able to crank the engine over.
I don't know how many changes Spartan made to the chassis wiring over the years , but here's a picture of an Older Newmar on Spartan chassis rear fuse and wiring bundle ; in the passenger side compartment just behind the rear wheels .
The red box is the system master fuses and the yellow box the covers for individual circuit fuses , the other thing to check is connections at the chassis batteries , to make sure there isn't a wire that's simply broken off the positive terminal.
