If they are fluorescent, remove one of the fixtures and check the voltage at the input should be around 12 volts, depending upon the condition of your batteries. The ballast steps up the voltage to fire and light the tubes. I just replaced the ballast in one of my fixtures, that I bought on e-Bay.
It was 21.95 plus shipping. BTW, never operate your fluorescent lights with only one tube if it is a two tube fixture, it will damage the ballast. Mine is a Thin-lite fixture, if yours is the same, and you are getting 12 volts at the fixture, its either the tubes or the ballast. Get a couple of replacement tubes, and try them first.
If your tubes are black around the end of the tubes pretty good sign that they have been in use for a long time. They get harder and harder for the ballast to fire and light with age. Hope this helps.
One other thing to check, if no power at the fixtures, look for a bad fuse, with all three lights out, I would suspect a blown fuse.
