Slowing fresh water fill

The filling of my fresh water tank appears to be taking longer over time. It does not seem to make much of a difference which one of the three fill settings I use. I have replaced the main inline filter regularly and checked the pressure regulator on the end of the fill hose. I have noticed that I get short bursts of higher water flow as I move the fill lever between the three positions.

Also, any easy fix to correct fresh water fill level reading? When full, reads in the 60 gallon range.

I'm not a plumbing expert, but if you are getting bursts of high pressure when you move the selector valve. I would suspect that is where the problem is. You may have somethng either stuck in there or the valve has a problem. I don't how hard it is to take the valve out of an Essex but thats' where I would start. Good luck!
