STEHL Tow Dolly question

I have done some research and cannot find any information on the Pivot bolt. I bought a used dolly and am getting ready fr the first pull shortly. I know the trailer is supposed to pivot. Am I supposed to loosen the bolt or remove it all together when towing?

The pivot bolt should have a lock nut underneath and be left alone except for taking it apart to replace the rubbing pads under swivel plate.

If you can move the plate by pushing it hard with your foot, it's fine. After I use mine it moves easier with my foot.
