Step cover won't fully retract

My step cover does not fully retract. The steps don't lock into a true 90 degrees. If you push on the steps they will move to that position but the actuator (duff Norton lm100-1-s2) does not retract thta far. I disassembled the unit and the the strep linkage works fine. This actuator has not adjustment to the limits. When I measure the stroke on the actuator I get 4.82". I is supposed to be 4.9" (125mm). I think that is the problem but???? Newmar's real technicians are out until 5/4/20. The technical guy I talked to was not able to help. Is this a real actuator failure or is there something else that is causing this? I can't really find anything wrong with the actuator when I bench test it. Anyone have this failure?

Is the linkage worn? That could be the problem???

Is it the step cover, or steps themselves you are asking about?

The linkage is lubricated and not worn. This is the step cover (which turns into the inside steps). The linear is reaching the limit switch internally, unfortunately that is not enough travel to bring the steps to a 90 degree angle. There is no adjustment on the limit switch. I have ordered a new 6" linear which is shorter than current unit retracted, which should pull the linkage back completely. The current stroke of the factory linear is only 4.80. It is advertised at 4.9. 125 mm linear actuators are unique
