Two thoughts:
The brighter bulb is about to burn out?
One bulb has a better ground than the other?
That's my two guesses.

tail light

Thought about the ground but the dimmer one is correct, the bright one is like brake light bright.

I would swap the two bulbs. That will tell you if the problem is in the bulb or is a power/ground/socket issue.

How clear are you lens covers? My '07 caps were cloudy and filthy on the inside. There is a large wiring hole in the back of the fixtures that allow dirt, debris, and bugs. After cleaning, polishing and sealing the holes with caulk, they looked almost new.
