On the driver's side there is a lever on the front of the armrest that needs to be pulled up to reposition the armrest, then released to hold the new position. The armrest will swing up out of the way and come back to the original position but it cannot be lowered or set to a new position without activating the lever.
We don't have the Buddy seat on the passenger side, perhaps you do and those armrests may adjust differently. If that doesn't work the mechanism may be broken.

The arm rest can be raised to parallel to the seat back. Does yours do that?

Perhaps the original seat was replaced? Is Alpine Coach embroidered at the top?

Our 2005 has the lever on both seats. Reach out to Flexsteel they are very helpful and can probably send you new arm rests. There is a tag under the seat that has all the relevant info, take a picture of it and send it to FS, from that they will be able to make you an exact replacement. They did it for me, my arm rest had a tear in it and the replacement was exact, including the adjustment lever.

Yes it goes up but only goes down to one position which is a bit too high!

I have an 01 Alpine the arm rest are like yours, you can replace them or switch them. You raise the arm rest to the upright position and push in and rotate towards the back and it will release. If you contact a flexsteel dealer they will send you a new arm rest frame and you put your cover on it I think that the cost is about 125.00 each. Hope this helps.
