Who made the cruise control unit? Most manufacturers of cruise controls will have a manual and/or trouble shooting guide to aide in solving issues. According to the type of unit installed, it could be an issue with power to the control box, the switch that signals when brake pedal is depressed, or many other places things can go wrong.

Cruise controls will not operate if the brake light lamps are burned out or if the circuit is open. Check if they work.

Try driving down the highway at say 40mph. Then turn on the cruise and take your foot and place it under the brake pedal. Apply upward pressure at the same time set the cruise control. If it works I say the brake pedal is sagging a bit causing the brake light to come on which cancels the cruise control.
