Cold water goes into the water heater at the bottom and hot water comes out the top. When the external water supply is not connected (i.e. no hose connected to the water fill), what keeps the water from running out of the water heater and out the fill opening?

A check valve built into the city water hose connection.

Jerry & Judy, as you know nothing is for free. Contributions are accepted in very large denominations. If not large you know where you and they will end up!!!!
As you realize having absolutely no answer to the question I thought mine would be safe and appropriate.
I understand that WRV has been exempt from this and must take care of their own problems.
