Looks like the tool used to depress the release buttons on the V bars on the old style Roadmaster toad tow bar. The new Sterling style have release handles built into the V bars. Probably scrap metal unless you find someone with the old style tow bar.

I have an older Roadmaster tow bar and can use that tool. If it will fit in a USPS flat rate box for shipping I'll buy it if the price is right.
