Weird Starting Issue
Parked for a short time to dump the tanks. Jumped in the seat and coach would not start. Waited to engage the started until the "Wait To Start" light was out. Engaged starter, turned over fine but no fire. Made few attempts, same result. Waited for about ten minutes. Turned key, waited until the "Wait To Start" light was out. Did this twice then cranked the engine and she fired up. This happened one time a couple years ago. Any ideas?

Have you checked to see what error codes, if any, are logged in the onboard computer.
One possibility is the electric fuel shut off solenoid on the injector pump is not opening to allow fuel to pass.

Check lift pump, could save lots in the long run. Google 8.3 caps pumps

You have two pumps, one is the Lift Pump, the other is the Injection Pump. IP has a scary high price, LP isn't free but its way cheap on both purchase & install vs the IP.
If the LP fails, then the IP gets starved for fuel which is its lubricant and it dies. Don't mess around w/this symptom or you can turn an LP job into an LP + IP job.
Proper diagnostic is to put a fuel pressure meter in line & turn KeyON, don't start. LP should run for 20 seconds or so then shut off. Meter should show north of 6psi after the LP and before the IP. Usually if it fails the pressure is near zero.
Another potential cause of intermittent no-start is air getting sucked into the fuel line; this is rare and usually associated w/a fuel filter change (and bad o-ring seal), but rare doesn't care when its your problem.
Another also rare, but rare doesn't..., cause of intermittent is no ignition 12V signal to the engine's ECU (pin 39 on Cummins OEM 50 pin plug). This is possibly white wire labelled 1019 but I can't prove that. There is an ENG fuse in the Ignition VEC on firewall in front of passenger's feet; pull that fuse & re-insert it. Go to rear compartment on passenger's curb side & check/dress up all fuse connections there so you know they are passing full amps when called upon.

EngineerMike, good to hear from you. As always you provide good and detailed info. Intermittent issues are usually the hardest to troubleshoot. Will start with the fuel filter, it is due for a change. Then move to the fuses as suggested. I know the electrical can be the hardest to nail down. The pressure test I am assuming, if it shows something less than 6 psi would be a red flag. It would be nice while the coach is in the shop the starting issue would pop up, but we all know that rarely happens. Also, in a previous post Jeff referenced a fuel solenoid. How does that play into the fuel system?
By way of back ground. Worked on gas engines for years and in a past life worked many on turbine engines. This is my first diesel. So part of the learning curve is getting my brain rapped around the different components. Specifically the fuel system.

This time I had Silver Leaf plugged in and running when the starting issued popped up. So I was able to see the error code. After a time got the coach to start and drive to TrailerCraft in Anchorage. This happened the day we were going to begin our trip south through Canada. After further diagnostics the tech determined there was a bad fuel pressure sensor. A simple fix (there is a technical bulletin regarding ICS fuel sensors). The new sensor took care of two issues. The random starting problem and an occasional erratic idle. 2,400 miles of Al-Can driving and neither issue has shown up.
TrailerCraft truly stepped up to help. Dropped in during a very busy summer day and they managed pry a tech loose who was onto the problem immediately. Parts were not available until the next day and they let us park/spend the night inside their gated lot. We were on our way the next day. Well done TrailerCraft!
