We wanted to move on March 31st, but when we tried to start the motor, it was a non start. I read somewhere that some models won't start while the jacks are down. Is this the case with a 1998 Dolphin?
Problem is, we can't get the jacks to go up, either.

I'm with Mike sounds like a battery problem. My jack alarm will drive you nuts as soon as you turn on the key. Try your headlights if the are dim or don't burn you have a dead battery.
Both batteries have been checked, and both are fine. No power or spark to the jacks, and motor just won't turn over. Sounds like it's "trying" to turn over, but doesn't.
Sounds like a cable or ground problem. When you say it sounds like it is trying to turn over do you mean it clicks or actually sounds like the motor is rotating or trying to rotate? You didn't say it the headlights worked. If they work turn them on and try cranking the engine. If they dim greatly you probably have a bad cable or poor connection between the battery and starter. I would start by cleaning the cables at the battery and. I have seen many that look fine but have a black build up between the post and cable end . Cheap fix it it works!
