Not enough power is the most probable cause .

A 15 amp outlet combined with an extension cord ( you didn't mention cord type or length ) but you're probably trying to run the A/C with way less than the unit's required power for start up ; AND risking damage to the unit .

Remember your converter could be trying to charge house batteries with 12v at 35 to 60 amps.. then manage to run any other parts of rv.. then compressor start amps at 110v could be as hi as 30 to 60 amps.. so it is working perfectly normal.. be mindful of how many amps you have and how much you need because you could burn up a compressor if trying to start it with not enough amps ..
Good luck and keep us posted

15 amps

You will melt the outlet and the plug if you run it that way for very long. You are maxing out the outlet and connected cord. Been there done it.
