Well the next thing to do is check engine fault codes and see what that shows.

Art, the tech checked the wiring and voltage to the ECM, it's good, he checked the fuel ine and couldn't fine any leaks, he tried to use the primer pump and could only get about half a pump.

Any othe ideas? he looked online at the Freightliner/Cat web site and they mentioned the IMP sensor, do you know what that is? Thanks again!!

Did he check the trouble codes that maybe stored?
IMP??
Is he talking about the ICP-- Injectinon Actuation Pressure Sensor?
And yes that can be a cause, check the plugs on it and I think there is a connection
further down the harness also.
If memory serves me that sensor is very near the high pressure pump and that is
located when looking from the rear of the engine on the left toward the front just
in front of the intake manifold.
The trouble codes for that having problems is 15, 17, 18, 19 depending what the
problem is.

The IMP (MAP) , manifold air pressure could also be the problem.
It is located on the left side of the engine looking from the rear to the front
on top of the intake manifold close to the head and near the rear of the engine.
I would check the wires and plugs to be sure they are not broken or making
a poor connection.
I did find one engine that needed both the Map and ICP sensors and I do not
recall what they cost but easy to change.
