I believe the return line ; from the outlet side of the filter ; to the tank is the pressure regulator for the fuel system .
I can't be positive ; so I'll read through the W-22 chassis manual to see if the purpose is clearly laid out.
EDIT: Info from chassis manual isn't exactly clear on the function of the return line to the tank ; BUT ; the picture and location I posted are for a 2004 and newer chassis so I'll look for info that's correct for 2003.

On my '04 PA (W-22) the fuel filter is just behind the left rear wheels tucked in the frame rail just like your first picture. The return line goes to the pump in the tank and there is a back pressure regulator that sets the required 60 PSI for the whole system. You can see it hanging down below the 2 zip ties. My dealer did this, WHICH IS NOT CORRECT, but at least it shows where it should be on an '04.
I believe / was told that the '03's had their fuel pressure regulator on the fuel rail up front on top of the engine.

No, it's not. But dropping the tank is not a big deal assuming it's not full. If it is, you can easily siphon the gas into 5-gallon cans to lessen the weight. We did ours with a floor jack and a 5' length of 2 x 8. Eight bolts and 4 straps hold it up, and once the filler hose, vent hose and ground strap are removed you can lower the tank with the jack. It takes 2 people..........
I've heard stories about folks who have drilled a hole in the floor to access the pump from the inside of the coach, but we did not do that, as this repair is so uncommon.

I was 82 when we did mine in the driveway last year. Fortunately, I have a neighbor that is a pretty good wrencher to help. We first watched a couple of You Tube videos on how to do it and wrote a lesson plan so we knew what the procedure was, step by step.
Plan your work, work your plan, is what I was taught in the corporate world many years back.
IF you can get some help, and do it on your own, think how good a story it will be to tell when you get to the "home".
