Almost sounds normal. Some without an internal bypass do this during low flow because they just cycle between pressure limits quickly and you don't drain the lines quickly. How old?

You either have a leak or a bad pump if it cycles that fast.

10 years old and may be the pressure goes down after on awhile then returns. No leaks anywhere just pulls down low while in use.
