A/C clicking sound while adjusting thermostat

What is happening to my front a/c unit? As temperature reaches set point the A/C turns on and off rapidly.

Also when I move the thermostat setting above the current temperature, the A/C makes scratching sound as I slide the temperature back and forth above the set point

Does your unit have one or two ACs?
Are both controlled from the same wall thermostat?
If so, does the other AC experience the same behavior?
If not, does this same thermostat control your furnace? Does the furnace exhibit the same clicking when sliding the temp control up/down?

The clicking is relays engaging and disengaging.
Why it's doing that requires more info.

Just one unit on each thermostat

What has changed is that the a/c is reacting to the thermostat movement even though the temperature is set above the room temperature. It makes electrical cracking sounds

Also the a/c is turning on and off rapidly when it reaches the set point

My guess is it may be low on freon but I don't know if these roof units can be serviced

I'll ask again... is your furnace on the same thermostat? Does it react in the same way? I'm trying to determine if your thermostat is bad or if something is amiss on the cooling unit.

Yes the furnace is on this thermostat but it seems to run fine.

The a/c works fine if I set it well below desired temp but when it finally reaches that temp it cycles rapidly on and off like every 5 to 10 seconds

My first thoughts: loose connection at thermostat(easy to check) or thermostat.

Well the A/C doesnt know the difference in temps inside. It doesnt know or care about anything other than the thermostat telling it to turn on or off (and fan speed).

What if you let it run for 10 minutes or so then physically adjust the temp yourself to make it shut off... does it chatter then?

What if while it's running you simply slide the thermostat to OFF? Does it chatter then?

Im still trying to determine if the problem is in the A/C controls or in the thermostat.

You can still have a bad t-stat. You would need a volt meter, or at least a test light to confirm it is not intermittent internally.
