Chassis battery isolators

I have a 1997 Dolphin 355. Nothing, including starter, headlights, radio, you name it will run on the chassis battery. The battery, new in 2012, is fully charged, passes load test with no problem. When I switch to the boost utilizing the two 12 volt house batteries (also new in 2013 and fully charged), everything works. There is a 12v solenoid in the basement compartment adjacent to the batteries mounted on a steel plate along with a 3 gang buss bar , a small black box with "Delay" written on it which has a ground wire to the solenoid as well as a red wire to the center terminal on the solenoid. Is there a way to test the solenoid ? I have taken it off and my thinking is that it is defective and will not allow the chassis battery to come on line. Any thoughts ?

Replaced solenoid. All is well.
