Cat has always been a Bear to bleed the fuel system.
Maybe on CAT's with no priming pump but I had no trouble with our 3126 by using dry filters (two filters and hand priming pump) and none on our present Cummins ISC with one filter and automatic priming/air bleed.

ANY fuel or other oil that isn't run through the 2 micron filter is considered to be contaminated, even fresh out of a sealed can. If you are going to prefill a filter ALWAYS pour the oil in through the outside holes, not the center. You can put a stub pipe in the center hole to keep the non-filtered oil out
