Found: The Wiper Delay Module!
It took me about 3 days of digging but I finally found the location of the wiper delay circuitry on our 1998 Tropi-Cal.
After a shakedown camp-out we found that the wiper delay did not work. Simple I thought! Stupid I am! Not only did no one who I expected should, know how the wiper delay worked, but no one even knew where the delay circuitry was located. Various people told me it was in the wiper motor, the wiper stalk, called a multifunction switch, or somewhere buried in the steering column. None of them were correct.
Searching on the internet was just as unrewarding. There were all sorts of interesting videos and posts on how to repair the multifunction switch, none of which pertain to my model, replace the wiper motor, and replace a delay module in the steering column. As I said before none of these were relevant to what I own but they caused me to order and return a lot of component parts..
After 3 days of searching, not full days mind you but pretty decent chunks of hours there in, I finally found the module. It is located on the inside firewall about an inch above the brake pedal. Unbelievably, unlike most of the other things that I expected would be and were not, it is actually a Ford product! And Ford only wants about 350 bucks for the thing! Found an auto salvage yard that had the same part for $35. For those of you wondering, it came out of a 1996 E350.
