Fuel lift pump inop

I have a 2002 Tradewinds LTC. It has the Cummins 350 and is on the Freintliner chassis. After removing the batterys to charge them and then reinstalling the engine would not start. The engine would turn over but not start. The fuel lift pump did not run. I have tried to locate a fuse for the pump but can not. does anyone know where this fuse might be. Or has anyone experienced this problem and if so what was the fix.

350 Cummins , is this an ISC with a CAPS fuel delivery system ?
A couple of older posts on this issue.
First , if you had the batteries out, is there any chance you missed connecting a wire when you re-installed ?
I have wiring diagrams for 99 F/L chassis with both Cat & Cummins engines, Cummins diagrams show 5 fuses supplying power to the Cummins ECM. One is for the lift pump others for the rest of the ECM functions .
Do the dash , warning lights, go through the bulb check sequence prior to start up?
Unlike the ISB Cummins , the ISC with CAPS fuel delivery only cycles the lift pump for 30 secs. when the ignition is turned on , are you testing the pump for power during the first 30 seconds?
I'll try and track down the old post with the repairs the other member had to perform
