I did this on a P-30 chassis Safari Trek where the heater housing was on the outside of the firewall and easily accessible.
Can you see the heater core housing & hoses on your National?. If so, and assuming the housing is plastic, cutting a large hole should be easier than removing the entire housing. I used the flat cutting blade on an electric soldering iron then taped the cut piece back in place. Much easier, no dust from a dremel cutting wheel, and no disturbing any A/C components.
