Just a guess, but being a 99 the wiring has been exposed to the elements for some time. The connectors used underneath are likely crimp or clamp on style. Maybe not all of them, but some for sure. It's a quick efficient way of wiring things like that and is common in the manufacturing process. My suggestion would be get a continuity tester and sharpen the probe needle sharp. It will allow you to poke into a wire through the insulation without any harm to the wiring. Test every segment of wiring you find clamp on or crimp style connectors. You'll probably find a connector that has corroded enough that the connection is lost. Splice in a new piece or replace connector and you'll be good to go. Be careful with the sharp probe, if you try this. It bites if you're not careful.
